The Universal Basic Education Commission has commended APC News online Media Crew for embarking on the inspection and publicity of UBEC projects across the APC-controlled states. The Executive Secretary of the commission, Dr. Hamid Bobboyi, who was represented by the Deputy Executive Secretary (Technical), Prof Bala Zakari gave the commendation when the Party’s media group presented their reports to the commission.

The report presentation which lasted over 45 minutes, gave a well-detailed analysis of the observations that were spread across the identified problems from states visited.

According to the observations of the report, “the All Progressives Congress is on the brim of a real-time revolution in Basic Education, as it promises a better, timelier decision making and higher productivity in the delivery of Basic Education, and there has been a significant improvement in the performance of the Universal Basic Education Commission, UBEC, which embarked on a concerted programme of teacher’s professional development and massive rehabilitations of dilapidated facilities across the country. Another positive development since the inception of the APC government is the implementation of the school feeding programme in fulfilment of the promise made by President Muhammadu Buhari during his campaign”.

They were also numerous recommendations that were given in order to bring more effective Basic Education delivery to every child in every state. Among the recommendations was the need to make teachers’ welfare a top priority in order to motivate them to put in their best, improve funding of UBEC and SUBEBs, and also build more infrastructural facilities especially in rural communities where these are absent.

The APC News Online Media Team identified six states with outstanding and massive performances. The states are spread across the three geopolitical zones that have been visited yet. They include Kastina and Jigawa states in the Northwest, Kwara and Nasarawa states in North Central and Ogun and Osun states in Southwest. The APC News online Media will hold a National Day of Commendation to award these states for their legendary and monumental successes in the delivery of basic education in order to spur other states to do better.

Summary of the Report

The APC NewsOnline, www.apcnewsonline.ng inspection/publicity tour of Universal Basic Education Commission (UBEC) and State Universal Basic Education Board (SUBEB) projects in the APC-controlled states is the first part of the ongoing exercise to evaluate the party’s overall performances in governance. The exercise is aimed at identifying and authenticating the relentless effort of the APC-led administration in making quality education available and affordable for all children across the country through the universal basic education programme. The major reason for starting from the educational sector, with emphasis on Universal Basic Education, is to showcase its importance in the development of the country.

With about 10,193,918 out-of-school children in Nigeria, the Federal Government is working hard, not just to reduce the out-of-school children’s population, but also to ensure a compulsory enrolment of every child in every state. In view of this, the inspection tour is a holistic assignment that evaluates the key segments that enable qualitative learning and teaching.

It covers a wide range of segments beginning from the projects executed with the aid of the Federal Government Matching grants, as well as the direct intervention projects from the UBEC. In addition to the inspection of school facilities, the team also took into cognizance, the teachers’ welfare, the regularity of teacher education training programmes in the states, the use of modern educational technologies in schools, as well as periodical development and reviews of curriculum to match the social realities of the present day, in order to measure up to the 21st century needed skills, etc.

Impact analysis of the executed projects by engaging the public through vox pop was conducted and used to bring the respective perspective of some beneficiaries to the fore of the discourse.

In the course of the inspection, the team had a score sheet to grade the performances of each state.

The tour of UBEC/SUBEB projects commenced in the North-western States. The team started with Kaduna State on Monday, 12th July 2021, went further to cover Jigawa, Kano, Katsina, and Kebbi states. The team later embarked on the tour to the North-central and visited Nasarawa, FCT, Niger, Kogi, and Kwara states, but could not visit Plateau state because of the security challenges then. Finally, the team proceeded to the South-west and was able to tour Osun, Ekiti, Ogun, and Lagos states, but could not visit Ondo state as the state was not prepared for an inspection. The team ended the tour of the three regions on 7th October 2021.

The team was not able to visit Southeast comprising Imo and Ebonyi states because of the security challenges, the same factor affected Cross River state as civil servants were on strike. Similarly, the Northeast wasn’t covered as a result of security challenges that were potentially dangerous.

In the course of the tour, the team observed that APC governors are effectively and efficiently delivering quality basic education in their respective states and a special letter of attestation was administered to governors of Jigawa, Katsina, Osun, Ogun, and Kwara states amongst others while we were unable to administer that of Nasarawa state, among the nominated states.

The team was impressed with the Direct Intervention projects of the Universal Basic Education (UBEC) like the SMART-schools, early child education, Girl-child Development Centres, which are linked to SDGs 4 (Quality Education). The present management of UBEC deserves a huge applause for these legendary achievements, with, of course, President Muhammadu Buhari as the hub in the wheel of progress.

Also noteworthy is the Federal Government School Feeding Programme which has had a tremendous impact on early education. This is also in line with SDGs 2 (Zero Hunger), The team noted that it played a vital role in the remarkable upsurge in enrolment figures across the state.

However, it was observed that the giant strides and outstanding performances of most of the states have been unsung.

Speaking at an interactive session, the team leader of the tour, Dr. Tom Ohikere disclosed that the goal of the exercise was to highlight the relentless effort of the APC-led administration in providing access to quality basic education through the UBE programme.

“The inspection covered projects executed with the aid of the Federal Government matching grants, as well as the direct intervention projects from the UBEC.”

The inspection tour received excellent media coverage and made the news in NAN, Daily Trust, This Day, Sun, Leadership, Punch, The Nation, AIT, Channels, TVC, LTV, OGTV, OSTV, NTA, FRCN, Kaduna State Radio, and television stations and a number of online media publications.

With this physical inspection and publicity of the milestones and other significant achievements of the APC, the use of the party’s unadvertised performances to judge the party would be a thing of the past.

In finality, the two most outstanding states in performance were identified per zone and will be honored and commended at the National Day of Public Commendation/APC-UBE Award. In the southwest, we nominated Ogun and Osun, North-Central, Kwara, and Nasarawa, while from North-west., we have Katsina and Jigawa states. The merit award is to spur higher productivity consciousness among the APC states on Basic Education delivery.
